The City Council approved a report from the Housing Department on program guidelines and an expenditure plan for implementing United to House LA (ULA).

This plan was brought by the Citizen Oversight Committee (COC)- a 15 member committee appointed by the Mayor, after meeting six times since May of this year. This interim proposal will bring funding and staffing to a number of programs such as the Multi-family Affordable Housing Accelerator Plus program--a supplemental funding effort of $56.8 million intended to expedite the progress of projects near or in construction. It is estimated that nearly 700 units of affordable housing will result from this effort.

Additionally, the report moved to increase the amount of funding of the Short Term Emergency Assistance program by over $12 million through this report, which will help rent burdened tenants and small housing providers. Moreover, the report set a list of staffing and fund recommendations to create the Tenant Anti-harassment program such as increase positions for investigators, inspectors, civil case enforcement, community-based outreach and the development of a technology platform for constituent complaints.
