EVICTION PROTECTIONS FOR TENANTS AWAITING RENTAL ASSISTANCE PAYMENTS

The City Council has passed an ordinance amending the Los Angeles Municipal Code to offer eviction protection for tenants who are awaiting the disbursement of rental assistance payments from the United to House Los Angeles Emergency Rental Assistance Program (ULA ERAP).
 
Under the ordinance, no landlord shall evict a tenant who meets each of the three following criteria: (1) filed an application for the ULA ERAP rental assistance between Sept. 19, 2023 and Oct. 31, 2023; (2) the tenant was approved by the Los Angeles Housing Department on or prior to May 31, 2024 and the payment has not been disbursed to the Landlord yet; and (3) the eviction or default is not based on solely nonpayment of rent.
 
The City's ULA ERAP program is currently distributing approximately $31 million in rental assistance payments to eligible tenants. Despite approving over 3,000 applications, a substantial backlog remains, with many more expected to be processed by the end of May 2024.
