LOS ANGELES RESPONSIBLE HOTEL ORDINANCE

The City Council approved a Motion instructing the City Attorney to review the Responsible Hotel Ordinance, a proposed ordinance relative to regulation of hotels, for form and legality. This suggested legislation is a compromise in lieu of the UNITE HERE Local 11 ballot initiative that qualified and was placed on the March 2024 ballot. 
 
In the proposed language, developers would be required to replace any permanent housing lost to the construction of new hotels. The law would also provide the city tools to address nuisance hotels and short-term rentals, require new hotels to obtain a conditional use permit and boost community input during developments and expansions. Moreover, the ordinance proposes the creation of a voluntary registry where hotels that wish to participate can notify the Department of Housing of room vacancies to be used as interim housing for homeless individuals and families.
